We performed ground-based follow-up observations-comprised of Las Cumbres Observatory Global Telescope transit photometry, NIRC2 adaptive optics imaging, and FIbre-fed Echelle Spectrograph, CORALIE, High Accuracy Radial velocity Planet Searcher, High Resolution Echelle Spectrometer, and Planet Finder Spectrograph high-precision Doppler measurements-and confirmed the planetary nature of the 16 day transiting candidate announced by the TESS team. We discovered an additional radial velocity signal with a period of five days induced by the presence of a second planet in the system, which we also found to transit its host star. We found that the inner mini-Neptune, TOI-421b, has an orbital period of Pb=5.19672±0.00049days, a mass of Mb=7.17±0.66M⊕, and a radius of Rb=2.68-0.18+0.19R⊕, whereas the outer warm Neptune, TOI-421c, has a period of Pc=16.06819±0.00035days, a mass of Mc=16.42-1.04+1.06M⊕, a radius of Rc=5.09-0.15+0.16R⊕, and a density of ρc=0.685-0.072+0.080g/cm3. With its characteristics, the outer planet (ρc=0.685-0.072+0.080g/cm3) is placed in the intriguing class of the super-puffy mini-Neptunes. TOI-421b and TOI-421c are found to be well-suited for atmospheric characterization. Our atmospheric simulations predict significant Lyα transit absorption, due to strong hydrogen escape in both planets, as well as the presence of detectable CH4 in the atmosphere of TOI-421c if equilibrium chemistry is assumed. Description: We started the RV follow-up of TOI-421 in 2019 February using the FIbre-fed Echelle Spectrograph (FIES) mounted at the 2.56m Nordic Optical Telescope (NOT) of Roque de los Muchachos Observatory (La Palma, Spain). We employed the intermediate-resolution fiber, which provides a resolving power of R=45000 over the wavelength range 3660-9275Å, and acquired 10 spectra between 2019 February 2 and March 13. We acquired 105 high-resolution (R=115000) spectra of TOI-421 using the HARPS spectrograph mounted at the ESO-3.6m telescope of La Silla Observatory, Chile. Our HARPS observations were performed over two observing seasons between 2019 February and 2020 January. Between 2019 September 17 and 2020 March 3, we obtained 28 spectra (R=55000) of TOI-421 over 27 nights using the High Resolution Echelle Spectrometer (HIRES) on the 10m Keck I telescope. The spectra were collected using an iodine cell for wavelength reference. The median exposure time was 680 s, which allowed us to achieve a S/N ratio of 200 per reduced pixel at 5500Å. We monitored TOI-421 with the Planet Finder Spectrograph (PFS) mounted on the 6.5m Magellan II Clay Telescope at Las Campanas Observatory (LCO) in Chile. The observations were performed on nine different nights, between 2019 February 18 and October 11. For these observations, we used the 0.3"x2.5" slit, which delivers high-resolution spectra with a resolving power of R=130000.
