The inner planet, HAT-P-17b, transits the bright V=10.54 early K dwarf star GSC 2717-00417, with an orbital period P=10.338523±0.000009 days, orbital eccentricity e=0.342±0.006, transit epoch Tc=2454801.16943±0.00020 (BJD: barycentric Julian dates throughout the paper are calculated from Coordinated Universal Time (UTC)), and transit duration 0.1690±0.0009 days. HAT-P-17b has a mass of 0.534±0.018MJ and radius of 1.010±0.029RJ yielding a mean density of 0.64±0.05g/cm3. This planet has a relatively low equilibrium temperature in the range 780-927K, making it an attractive target for follow-up spectroscopic studies. The outer planet, HAT-P-17c, has a significantly longer orbital period P2=1610±20d and a minimum mass m2sini2=1.31+0.18-0.15MJ. The orbital inclination of HAT-P-17c is unknown as transits have not been observed and may not be present. The host star has a mass of 0.86±0.04M, radius of 0.84±0.02R, effective temperature 5246±80K, and metallicity [Fe/H]=0.00±0.08. HAT-P-17 is the second multi-planet system detected from ground-based transit surveys. Description: For HAT-P-17, we obtained eight observations with the Harvard-Smithsonian Center for Astrophysics (CfA) Digital Speedometer (DS) mounted on the FLWO 1.5m telescope between September and November of 2007. The velocity measurements showed an rms residual of 0.60km/s, consistent with no detectable RV variation within the precision of the measurements. Given the significant transit detection by HATNet, and the encouraging DS results that rule out obvious false positives, we proceeded with the follow-up of this candidate by obtaining high-resolution, high-S/N spectra to characterize the RV variations, and to refine the determination of the stellar parameters. For this we used HIRES on the Keck I telescope located on Mauna Kea, Hawaii, between 2007 October and 2010 April. The width of the spectrometer slit was 0.86", resulting in a resolving power of l/dl∼55000, with a wavelength coverage of ∼3800-8000Å. In order to permit a more accurate modeling of the light curve, we conducted additional photometric observations using a variety of facilities, including: the KeplerCam CCD camera on the FLWO 1.2m telescope, the 0.6m Schmidt telescope of Konkoly Observatory at the Piszkesteto Mountain Station, and the 0.46m and 1.0m telescopes at Wise Observatory. We observed three transit events of HAT-P-17 with the FLWO 1.2m telescope on the nights of 2007 December 14, 2008 October 19, and 2009 October 16 (in Sloan z and i bands), while the event on 2008 September 8 was observed simultaneously at Konkoly Observatory and with the two telescopes at Wise Observatory (in I and R bands).
