We have observed 100deg2 of the southern Galactic plane at 12mm (19.5-27.5GHz), including spectral line emission from H2O masers, multiple metastable transitions of ammonia, cyanoacetylene, methanol and radio recombination lines. In this paper, we report on the characteristics of the survey and H2O maser emission. We find 540 H2O masers, of which 334 are new detections. Otherwise, for maser sites with only a single maser spot, no velocity range is given. Note (2): lists whether the maser site is a new detection ("NEW") or a previous detection. Previous detections are listed as numbers which refer to refs.dat file. If a previous detection also identifies the maser site with an evolved star, this is also noted. If a previously known evolved star is associated with a newly discovered H2O maser, then "NEW" is written, as well as the reference number for the evolved star association. NEW: The majority of masers are presumed to be associated with star formation.
